Each article is generated from one obligation in the rules pack: its title, the period the statute sets, the role responsible, what has to be produced, what happens if it is missed, and the citation. When a pack changes, the article changes with it and says so.
That also means an article never says more than the pack says. Where the pack records a section number as one to confirm with a lawyer, the article gives the statute and the concept and stops there.
