Florida homeowners' associations obtain competitive bids above a percentage of the annual budget, on the same principle as condominiums and at a different number.
The higher HOA threshold is the single most common source of confusion, because guidance written for condominiums reads as though it applies to both and it does not.
The exempt professional categories and the minimum number of bids follow the same shape as the condominium rule, which makes the threshold itself the thing worth checking before every large contract.

What happens if you miss it
A contract for materials, equipment or services exceeding the threshold (5% of total annual budget including reserves for condominiums and cooperatives; 10% for HOAs) awarded without competitive bids is voidable and exposes the board. At least two bids are required; the lowest need not be accepted.
