Rules we enforce in the database

Not policies. Constraints that refuse the write.

  • No money moves without an authority

    Every payment names a decision, a budget authority, or a delegation with a dollar limit.
  • Restricted funds stay restricted

    Each fund balances on its own. A reserve outflow needs the decision that authorised it.
  • An award needs its quotes

    No bid record, no contract award. Your policy and your statute set the quote count.
  • Financing is never shown alone

    A loan cannot be presented without a fee increase and a special assessment beside it.
  • History is append-only

    A correction is a new record that points at the one it replaces.

Notes

  1. Rules in the database. These are constraints on the tables rather than checks in the application. A payment with no authority, a reserve outflow with no decision, an award with no bid record, and a comparison containing a loan and no alternatives cannot be written at all.
  2. Append-only history. An adopted decision, a posted journal entry and an audit event are never edited. Audit events are chained and anchored nightly, so altering one breaks the chain and shows.
  3. Rules packs. Obligations, forms, deadlines, retention and fee caps are held as data and reviewed with counsel. A new jurisdiction arrives as a pack rather than as a rewrite of the product.
  4. Three clicks. Every task that recurs on the compliance calendar is reachable from the board home screen in three clicks or fewer.
